NOTICE OF ORDINANCE ADOPTION AND SUMMARY PUBLICATION
COUNTY OF FREEBORN
STATE OF MINNESOTA
NOTICE IS HEREBY GIVEN that on February 18th, 2025, the Freeborn County Board of Commissioners adopted an ordinance amending Chapter 42 (Zoning Ordinance) to establish and regulate cannabis-related land uses.
Pursuant to Minnesota Statutes Section
331A.01, Subdivision 10, this notice constitutes a summary of the ordinance. A printed copy of the full ordinance is available for inspection by any person during regular office hours at the Freeborn County Auditor-Treasurer’s Office, and a copy will be mailed upon request.
SUMMARY OF ORDINANCE
The ordinance amends the Freeborn County Zoning Ordinance to incorporate regulations governing cannabis businesses in accordance with Minnesota Statutes Chapter 342. The amendment includes, but is not limited to, the following:
• Updates and additions to definitions related to cannabis businesses and activities.
• Establishment of zoning districts where cannabis-related uses—such as cultivation, manufacturing, processing, wholesaling, transportation, and retail sales—are allowed, conditionally allowed, or prohibited.
• Identification of applicable permitting requirements, including conditional use permits and interim use permits where required.
• Regulation of operational standards for cannabis businesses, including location restrictions, setbacks, and compliance with state licensing requirements.
• Integration of cannabis-related uses into existing zoning categories to ensure compatibility with surrounding land uses and protection of public health, safety, and welfare.
The ordinance is intended to align local zoning controls with state law, provide clarity for cannabis-related land uses, and ensure orderly development within the County.
This ordinance shall become effective upon publication of this summary.
